The applicant owns

residential property next

to state-owned

shore lands, tidelands,

or related beds of

navigable waters (other

than harbor areas);

w The moored boat

is used for private

recreational

purposes;

The moored boat

is not more than sixty

(60) feet in length;

w The area being used for

the buoy is not subject to

prior rights;

The mooring buoy

will not obstruct use

of previously authorized

mooring buoys;

As of 2009 the Washington State Department of Ecology, Washington Department of Fish & Wildlife, & The Army Corp of Engineers

Have created unified enforcement policy due to the explosion of boatlift platforms

This new comprehensive policy also covers MOORING BUOYS.

Placed after MAY 1999

The mooring buoy is

located on state aquatic

lands, but as near to the

shore of residence as

practical; and

w All applicable local,

state, and federal rules

and regulations have

been met.

these criteria, fill out

the self-mailer insert.

Mail it to the DNR

Aquatic District Office in

your area listed here.

If you don’t qualify for

free use, but wish to

place a buoy on state

aquatic lands, ask for an

Aquatic Lands Use Authorization

Application.

In a nut shell if your mooring buoy was placed after May 1999 you need to get a license / Permit.

Or they can remove your BUOY.

Here is the other method if you don’t want fill out the “ JARPA ” through the Corp of Engineers.

 

Depending where you live, there may be as many as ( 5 ) separate forms, such as City, County, ETC..

 

You will fill out at least these needs forms

 

( 1 ) Washington DNR Mooring Buoy registration

 

( 2 ) WSDF&W “HPA” Hydraulic Project Approval

 

( 3 ) Permit with ARMY CORP. of Engineers

 

Basically they are making you use “JARPA”

Although not all local agencies accept the form.
